Step 1: go to "Start" >> "Run" and type "gpedit.msc"
Step 2: go to "User Configuration" >> "Administrative Templates" >> "Control Panel"
Step 3: on the right panel, double click on "prohibit access to the control panel" and select "disabled" in the "properties" window that comes up next.
Step 4: save all the settings and the user will not be able to open the control panel.
